Incorrect mouse wheel behavior in new Windows 10 (default) mode "Scroll inactive windows when I hover over them"

_Workaround_
Switch off the Windows 10 mode "Scroll inactive windows when I hover over them".
This switch is part of the mouse device settings.

_Test Procedure_
The incorrect behavior was especially observable in 'print to display' sessions.

_Problem Description (Customer terms)_
In the past, there were cases that Bw remained in the background when Worktop started a Bw session.
At that time, this problem was solved (e.g. in Bw B40c.107) by adapting Bw such that it 'more agressively' popped itself into the foreground.
Now, Worktop is adapted to allow Bw into the foreground even when Bw is 'less agressive'.
Consequently, Bw is now made 'less agressive'; this avoids other cases where Bw steals the keyboard focus from other applications.

_Test Procedure_
Start a Bw session from worktop, both a BaanIV session and a DEM session,
and check that Bw appears in the foreground.
