DF792426/LNW-135
bdbvalidate6.2 -r does not report mandatory refenrences that are (partially) empty when the referred table contains a record with
a matching (partially) empty primary key.

Note that the defect was about refint, but during investigating the defect we discovered that bdbvalidate suffered from a subset of the same
problems. The refint part of this defect is not solved by this change.
